The Civilian team is one of the 7 available teams featured in Emergency Hamburg, and serves as the default starting team for all new players.
¶ Overview
As a civilian, players are free to explore the map, participate in roleplay, commit crimes, or take up one of the many job opportunities.
Civilians earn a 450 € allowance every 15 minutes.
¶ Spawn Locations
Upon joining the game for the first time, players will spawn at the dealership, whereas returning players will spawn at the spawnpoint closest to the location where they last left the game.
This does not apply to players who are in an active job, instead, they will respawn at their job headquarters.
¶ Vehicles
Civilians have access to over 45 vehicles, which can be purchased at the dealership, including around 15 gamepass vehicles, such as motorcycles and electric vehicles.
Every 7 days, five randomly selected vehicles receive a 20% discount.
¶ Jobs
Civilians can also take one of 5 available jobs:

Moreover, civilians can choose a life of crime by engaging in illegal activities within the game. There are two main objectives as a criminal:
- evade police officers
- commit various crimes across Hamburg
Criminals have a wanted level, ranging from 1 - 5 stars. This level reflects on the severity of the crime(s) a player has committed.
¶ Quests
Civilians have the opportunity to complete a total of 7 quests, including five job quests, which requires players to join a specific job. Completing each job quest rewards the player with 80 XP in that particular job.
There are two additional criminal quests, which requires players to rob either a vending machine or a cash register, earning them 4 000 €, in addition to any money or items earned from the robbery itself.
Each quest can only be completed once.
