Civilian items are tools that are exclusive to civilians.
These items can only be purchased by civilians, with the only exception being the ladder, which is also available to SEK officers, and firefighters.

Criminals can only be shot under specific conditions:
- must have

- or must have equipped a weapon within the last
30 seconds
If more than 30 seconds have passed since they last held a weapon, they can no longer be shot.
It is important to note that police officers can always be shot, regardless of their status.
